I'm sorry, I really have no idea, as I didn't make the costume.  Maybe ask around the Halo cosplaying community. They'd probably have a better idea than I would. Or you could search for tutorials/ techniques used for similar costumes, and use it to help. Thats about all I got.

wow, I've only ever seen someone successfully cosplay an Elite once before, now twice.
I wonder if the head and claws were moveable.
on the other one I saw, it was Arbiter from Halo 3 and using a joint on the neck/chin connected to the costume's head it moved the jaws and with links to the cosplayer's actual hands to the costume's hands it opened and closed. rather awesome, but looking incredinly hard.

but none the less both of them are extremely good costumes. You see many halo costumes and I salute anyone able to create a full halo costume.
I do however give more respect to anyone capable of making an elite, grunt, jackal (which i have seen cosplays of all those) and hopefully soon someone will cosplay a hunter and brute :)

Yea, it is a pretty well done costume. I still wonder how they managed to move around. Though, it looks like the legs are similar to that in a digigrade fursuit.

I don't know if they could move, I didn't get a very close look at them.

they probably got those heels made up (sometimes its rollerblades, somtimes just wooden planks) like those you see in werewolf cosplays.
